NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a hearing of the Roberts City Council will be held on August 26, 2025 at 6:30 p.m. in the City Council chambers of the Roberts City Hall, 647 North 2872 East, Roberts, Idaho, for the purpose of public hearing for consideration of the proposed budget for the fiscal period October 1, 2025 - September 30, 2026, pursuant to the provisions of Section 50-1002 and 50-1003, Idaho Code.

At said hearing, all parties in interest and citizens of the City of Roberts shall have an opportunity to be heard in relating to all matters pertaining to the proposed budget and show cause why said budget should not be adopted.

 In accordance with the Americans with Disabilities Act, any person needing assistance to attend said hearing, may call the Roberts City Hall to make arrangements to attend at least five (5) days prior to said hearing.

NOTICE OF PUBLIC HEARING

TUESDAY, AUGUST 26, 2025 AT 6:30 P.M.

The Roberts City Council will hold a public hearing on Tuesday, August 26, 2025, at 6:30 p.m. to hear comments on a City Fee Resolution, Resolution No. 2025-0826. Exhibit A to this notice includes all proposed new fees and any fees increased by more than 5%. The fee resolution also establishes and repeals fee policies for administration of the fee resolution. Fees shall be in full force and effect on October 1, 2025.

Notice of Public Hearing on the Status of Funded Activities
The City of Roberts received an Idaho Community Development Block Grant in the amount of
$500,000 from the Idaho Department of Commerce. This funding is allocated to the State of
Idaho from the U.S. Department of Housing and Urban Development. These funds are
currently being used to assist with design and construct of wastewater collection system
improvements in the City of Roberts.
The hearing will include a review of project activities and accomplishments to date, a
summary of all expenditures to date, a general description of remaining work and any
changes made to the scope of work, budget, schedule, location or beneficiaries.
The hearing has been scheduled for August 26, at 6:20 pm at Roberts City Hall. Project
information will be available for review at Roberts City Hall. Verbal and written comments will
be accepted up to and at the hearing.
Information provided at the public hearing will be available, upon request, five days prior to the
hearing. Special accommodation or alternative formats for non-English speaking persons and
persons with disabilities will be available, upon request, with minimum of five (5) days’ notice
prior to the hearing. The hearing will be held in a facility that is accessible to persons with

SUMMARY OF ROBERTS CITY RESOLUTION 2025-0311

PUBLIC NOTICE IS HEREBY GIVEN that the City of Roberts, Idaho adopted at its regular meeting on March 11, 2025, that the Resolution No. 2025-0311 entitled: NOTICE UNDER THE AMERICANS WITH DISABILITIES ACT.

RELATING TO COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT (ADA); PROVIDING NON-DISCRIMINATION IN CITY SERVICES, PROGRAMS, AND ACTIVITIES; PROVIDING INFORMATION ON EMPLOYMENT, COMMUNICATIONS, POLICY MODIFICATIONS, AND PROCEDURES FOR REQUESTING ASSISTANCE.

Employment: The City ensures non-discrimination in hiring and employment practices based on disability and complies with the regulations set by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.

Effective Communication: The City will provide appropriate aids and services, such as sign language interpreters and Braille documents, upon request, to ensure equal participation for individuals with speech, hearing, or vision impairments in its programs and services.

Modifications of Policies and Procedures: The City will make reasonable adjustments to policies and programs to ensure equal access for individuals with disabilities, including allowing service animals in City offices where pets are typically not permitted.

Individuals needing auxiliary aids, services, or policy modifications to participate in a City program or activity should contact the City Clerk-Treasurer’s office at least 48 hours before the event.

The ADA does not require the City to make changes that would fundamentally alter its programs or services or impose excessive financial or administrative burdens.

Complaints that a City program, service, or activity is not accessible to persons with disabilities should be directed to the city clerk. 

The City will not impose additional charges on individuals with disabilities for providing auxiliary aids, services, or policy modifications.

This Resolution shall be in full force and effect from the date of passage, publication, and signature of the Mayor according to law.

Examination may be requested in writing or in person during regular business hours of the City Clerk's Office, Monday-Thursday from 9:00 a.m. until 4:00 p.m., pursuant to Idaho Code 50-901A (4).

Notice of Public Hearing on Proposed Grant Activities

The City of Roberts is submitting a proposal to the Idaho Department of Commerce for an Idaho Community Development Block Grant (ICDBG) in the amount of $245,000. The proposed project consists of making improvements to the Roberts Community Center.

The hearing will include a discussion of the application, scope of work, budget, schedule, benefits of the project, how ICDBG funds will benefit low and moderate income persons, and location of the proposed project. The application, related documents, and ICDBG Application Handbook will be available for review.

The hearing has been scheduled for March 4, 2025, at 6:30 PM at the City Hall (647 N 2872 E, Roberts, ID 83444).  Verbal and written comments will be accepted prior to and at the hearing.

CITY OF ROBERTS
NOTICE OF PUBLIC COMMENT PERIOD

The City Council of the City of Roberts, Jefferson County, Idaho will be accepting comments from the public regarding the City of Roberts Water Facility Planning Study and proposed water treatment plant improvements. They are available for viewing at the Roberts City Building.

A public hearing will be held before City Council beginning at 6:50 pm on February 11, 2025, where details of the project options will be outlined and verbal comments received.

The proposed water system improvements include adding a control system and equipment to treat the City water for manganese and replacing some existing equipment at the treatment plant.

After considering and addressing comments received at the public meeting and during the public comment period the City Council will determine the project alternatives the City wishes to pursue.

The facilities are accessible to persons with disabilities. Special accommodations for non-English speaking persons will be available upon request with a minimum of five (5) days’ notice to the city clerk prior to the meeting.
